Yes, the last proposal before the Emergency was numbered 1944.
Numbers 1-597 were, I think, actually used twice (although for a lot
of them the "second" time may have happened in the phantom 4th and 5th
eras that never happened).  As far as I'm aware, the numbers from 1950
onward have never been used by any proposal in B.
