I think it's rather likely that nobody's sufficiently sure of what
exactly is going on at the moment to try to prosecute.

Incidentally, I'm relatively happy to just by fiat Approve a gamestate
some time in the fifth era, and continue playing from that point, in a
sort of Reincarnated B. That way, the gamestate we're in is the same
between the "everything is OK" players and the "everything is broken,
let's start again" players.
