Proto-Proposal:  Clean up overrides

Amend Rule 5E36 (Judgment) by replacing the text of the section
"Overriding Consultations" (apart from the section title) with
this text:

      At any time after a Priest submits an Answer to a Consultation,
      any player except the Priest, the Unbeliever, and the Supplicant
      may, as a Game Action, make a Claim stating whether the player
      believes that Answer to be Consistent or Inconsistent.  Any
      previous Claim made by the same player regarding the same Answer
      thereby ceases to exist.

      When a Consultation would (in the absence of this paragraph)
      become Pondered, if there exist more Claims of Inconsistency than
      Claims of Consistency regarding its most recent Answer, then it
      instead becomes Waiting, and the Oracle shall assign a new Priest
      to it.
