They can't fail. They have no deadline, because their deadline must be after last Ballotday. Last Ballotday has yet to occur. (I believe that if it ever does, they will suddenly have a deadline of the end of last nweek and then fail instantly and probably retroactively, causing us to have never had the macks we would have lost from their failure.
