It dates back to the last great War between B and Agora. The day was
established when BobTHJ attempted to unconditionally surrender on behalf
of Agora, but managed merely (with Agoran Consent) to unconditionally
surrender on behalf of himself, something which much of B didn't notice
at the time. As for actual Silly Hats, I'm not entirely sure that B
stocks them. I can generate them as an Agoran asset and hand them out to
B players, though, if you like. That would seem appropriate...
