Hi! Welcome to B. Always good to have new people around. I think you need to
join the game before submitting a Proposal. Also, I don't think the current
rules allow for any entity to lend money to another in the sense that the
first retains ownership. "Loaning" within the current framework would, I
think, require a straight up transfer of ownership with a promise from the
borrowing party to pay it back. Somewhat like what you're proposing.

Speaking of loans, if anyone is a Bum come nday 8, I'm very very favourable
to the idea of lending you the money you need to rise yourself up out of
destitution, on the condition that you promptly return it along with part of
your nweekly activity bonus on the next nday 1.
