This Emergency was premature. The initiators should have called a
consultation first, and only initiated it if it became Pondered in
their favor, or it were nday 8 and it looked like it would become
Pondered in their favor. The initiators are 0x44, comex, Jay, and
ehird. I picked one at random (though not in a rules-defined manner);
it turned out to be Jay.

So, the Anti-Frivolous Emergency Organization (it's an organization
because anyone can join it, not because it's organized; we'll organize
it once we can get a color) is at war with Jay. If it gets bigger,
I'll add the others to the war list.
