[s-d] Elections issue?

In the rule defining Minister Elections, "Any Player may, as a Game
Action, nominate a Player for a Ministry, __becoming a Possible
Candidate for that Ministry__, unless that Ministry has an Election in
Voting." (emphesis mine)

To me, that implies that it's the nominating player that becomes the
Possible Candidate, not the nominated player..
