True. And the rules don't allow non-ministers to publish public displays.
Or, more specifically, they don't allow anyone to publish or maintain a
public display that pertains to something that is not within their
ministry's job description.

Anything not allowed is disallowed.
Ministers obligated to maintain public displays of their own ministry stuff.
Ministers can do anything that they are obligated to do.
