[s-d] Typo in Proposal 503

Proposal 503 attempted to amend the second and third sentences of Rule 4E48,
even though the intention of the proposer was clearly to amend the third and
fourth sentences. This is going to be covered by an attempt to ratify which
I will make soon. If you object to this and think I should make the
amendment as stated in the proposal, let me know.
