Hmm you're right that it's unclear. I think that it is pretty easy to figure
out which ministries he IS usurping. The ORDER is a whole different matter.

People do that kind of thing all the time. (e.g. I assign all vacant
ministries to myself) We never complain about. But now the order matters, so
that might be something. I dunno...

Good point about parameters/targets tho!
