Yes, I was. I'm not just the Administrator, I'm also a Player. See Rule
208/1.

Nope, by Rule 210/3 a Motion to Add has a passage ratio of 2/3, and
is subject to 2-day unanimous consent. It just so happens that
spoon-business is A's public forum, and I'll object to unanimous
consent, so you'll need 14 of the 20 players to second the motion.
