He did not.

This is the exact same point I made about the tidiness list.

When a Game Action requires support or no objection, we actually have to a)
declare intent to do X, though we've been considering "I do X" to be
declarations of intent.. b) wait for support/objection criteria to pass c)
DO X to the Public Forum.

People recently have been going through step a and assuming the rest would
get done automatically. Not so, none of those "c"s have actually been
happening...
