(This sort of reasoning is exactly why nomics tend to ban retroactive actions under normal circumstances, but I say extraordinarily bad gamestate calls for extraordinary actions. The fact that it's ambiguous whether we're in a State of Emergency at all or whether there are just a couple of Panic Buttons that are on is definitely a problem, and this proposed Tweak is my way of implementing Ivan Hope's "let's just pretend everything that we thought happened actually happened" suggestion in a more nomic-natured, less meta-decision type of way.
