That's because I copied and pasted my last refresh proposal, and when I 
wrote that I wasn't certain whether or not I'd need to make changes to 
it. By linking to the base, instead of a direct link to a snapshot, I 
can make further changes up to Pause 5, without spamming the public fora 
with revisions. The only one that matters for the Emergency is the final 
one.
