Adapting something akin to Agora's Standing Court could eliminate
that.  As it is, the MoQ wields quite a bit of power by being able to
choose his favored Priests over and over and pass over anyone who he
disagrees with.  I believe that BobTHJ is selecting priests randomly
but I don't think any previous MoQs have claimed to or appeared to do
the same.
