Unless that minister pulled that switch on nday 1 before the clock were
turned on.

I think the proposal is great as it is, as something along the lines of
resetting retainer to what it was before ministry was vacated might just be
confusing and awkward.

The change I'd like to see is to have anyone prevented from re-taking a
ministry that they vacated this nweek, rather than a ministry that they held
this nweek. That way, If I held the MoX and were usurped, and this were
followed by the usurper vacating, I would be able to take it back.
