[s-d] Idea: Action Queue

What does everyone think about this idea:

Have a wiki page called the Action Queue. For every game action you
want to perform, you have to post a message to the Public Form and add
it to the bottom of the Action Queue page. As ministers process the
actions, these listings are removed from the queue. Yes, it requires
more work on the players performing the action, but it might reduce
confusion as to what has happened, which displays are up to date, and
what actions have not yet been processed.

Suggestions?
