After pikhq forfeited, the Rapier belonged to nobody.  I purchased it from nobody for m0.  When nobody gave his explicit consent to it, I bought the Rapier.

Since the Ministry of Goods is responsible for making devices available
for sale, and no Minister of Goods previously made Pikhq's Rapier for
sale, it could not have been purchased by Codae.
