First of all, targeting by using "text between 3-12 and 3-14" doesn't work because the Rules and game state don't know anything about positioning. The original Rule 3-13 was either a Rule or was not a Rule. If it was not a Rule, it has no impact on the game since it is not a rule and cannot even be renumbered.
