Obviously not the self-described Supreme Chancellor. The rule of law 
still exists, it's just that people are willfully, and flagrantly 
ignoring it. All the subsequent actions Codae took hinged upon his 
ability to appoint himself dictator. That was declared invalid, and so 
the additional actions /never took place/. Actions are not considered 
valid under the rules until they self-ratify at 00:00 UTC.
