I don't know if you should reference ndelays in this. The emergency
rule is very careful to not make reference to concepts and objects
created in other rules so that it does not become dependent upon them
for function. The same goes for the terms "support" and "active". I
would suggest wording it "At any time, the Emergency Coordinator may
announce to the Emergency Forum their intention to increment the
pause. If no player voices objection to this action on the Emergency
Forum within 24 hours, then the value of the Pause is incremented by
1."
