[s-d] Proposal - faction / player seperation

I submit the following proposal, titled "Seperate but not equal"

Create a rule in section 5 [[at the moment, 5-4]] titled "Seperate but not
equal" With the text

An Agreement is not a Player, and cannot register itself or be registered by
anyone else as a Player.
A Faction is not a Player, and cannot register itself or be registered by
anyone else as a Player.
Factions and Agreements are allowed to perform only the actions which they
are explicitly allowed to perform [[as if now, vote, be Created and be
Dissolved, I think]], and are not allowed to perform any other actions.
