So, by your reasoning, my blueprint creation is allowed since its creation is not regulated? To be honest, I don't see anywhere in the rules where any unregulated thing is permissible. It seems that unless the rules explicitly grant permission to do something, you can't. The rules do not grant any Player the ability to create a blueprint, it only grants it to the Artisian who "may" create a blueprint.
