I agree with Wooble as well. In the event that macks become valuable,
this could lead to a grabbing of all ministries by one player. Players
should hold Ministry positions because they don't mind doing the
administrative details of the job. Some macks are an incentive to
flush out the Ministries. Also, grabbing all ministries should not be
entirely discouraged because when activity is low, it may be required.
