The Outsider itself needs to "intend" to perform the action, and then cause a message to be posted to a Public Forum with the action. And we have a long history in B Nomic of going by what people intend to have written if it's clear enough, since we don't require any particular strict format of what makes a proposal, for instance. One of my main arguments against Primo being a player was that Primo has no way of "intending" to do an action like a human does. But The Courts Have Spoken. Of course, this leaves the system wide open to abuse now, as I can create 100 "corporations" that have a charter of "We do whatever Peter says", and have them join the game and take it over.
