we need to
1) update the rules with the last batch of proposals
2) turn the clock on
3) propose a administrator takeover procedure
4) vote on it and have it pass
and next nweek everything will be fine, supposing we can find someone to 
handle the administration.
I think I might have the time to be the admin for a while if someone 
else wants to do the oracle and ruletag stuff
