True enough. However the second (which ended the proposal) didn't
have a corresponding one beginning the proposal. I checked the
nesting quite carefully. The prop begins with a comment [[delimited
by double brackets]] followed immediately by:
Replace rule 2-4 with:
There is no double brace prior to this point in the proposal.
