It would be cool if Pirate rules actually moved around somehow, 
displacing other rules, if you are on a rule that gets displaced by a 
pirate rule, you get plundered!
Drawback is that you would have to add a way to uniquely target a rule 
with a proposal for normal (non ruletag) nomicing or you could never be 
sure that a pirate rule hadn't taken it's place!
