yes, right, and I believe it's a good thing.
At most I could understand making it dependent on a quorum of players as 
per the Justice rules. We have currently 18 players, you would need 10 
votes!

Also if you think about the real alternative we have now, which would be 
a proposal, it's the same, the majority of the people who vote on it.
