Well, I think I'd like to draw a fine line between "interpreted literally" and "interpreted pedantically" here. Colloquial English should be fine so long as the meaning is clear. "Shall" has a pretty clear meaning: "expressing a strong assertion or demand ... expressing a command or duty" (According to the OED). Which is what we do all the time in the rules. Obviously the fun in the game comes from interpreting the rules. But.
