Well, I think I'd like to draw a fine line between "interpreted
literally" and "interpreted pedantically" here.

Colloquial English should be fine so long as the meaning is clear.
"Shall" has a pretty clear meaning: "expressing a strong assertion or
demand ... expressing a command or duty"  (According to the OED).
Which is what we do all the time in the rules.

Obviously the fun in the game comes from interpreting the rules.  But.
 If we quibble over every comma, I'm not sure that that's fun.
