Rule 2-2 allows a player to revise eir Pending Proposal, but that
doesn't exclude a proposal being changed in other manners in
accordance with the rules (such as, for instance, the last sentence of
r2-2 that states that the list of changes to the game listed in a
Passed Proposal occur).
