In Rule 2-6, after the sentence "Motions
are initially Pending." add:
A Pending Motion may have its type changed
to the Motion type "Annulled" by the Object
that submitted it.
An "Annulled" Motion is a type of Motion which
will have no effect, and will not be Voted on.

what does the "will not be Voted on" part mean ?
what happens if someone annulles a motion during the voting period and someone has already voted on it ?
