Changes this nweek:

p243: It is now legal for a player to pick up eir own Soul, or to be 
given it by another player. However, a player without eir own soul is 
still forbidden to take or be given other souls.

p244: The Seance Room's ordinances now only allow the binding of Lost 
Souls to Soul Jars. Specifically, the ordinances read "Once per nweek, 
you may bind a lost soul to a soulless Soul Jar you possess." although 
I'm not sure the Haunted House display shows this yet.

p245: Many things are repealed:
The Big Rubber Stamp, The Voting Gremlin, Legislator of the Nweek, 
Classes, the Anti-E Box, Species, the rule allowing a player to spend 
20GC for 1A, The Jackpot, and Superpowers. The ruleset becomes much 
shorter.

p246: Minor clarification of what X SP means in a Talisman's Price.

p254: The rules defining "English Word" and "Nomic Word" are moved to 
section 9; the rest of Tiles is repealed.
