Ah, I see it now.
By rule 9-8, each player gets the following each nweek:

periodic increases in Genechip holdings calculated at the beginning of
each nweek, and only awarded to players who performed at least one Game
Action in the previous nweek.

If you have 400-499 GC, this bonus is reduced to zero, and if you have 500
or more you start losing GC. The net effect is that in the long run,
everybody should gravitate towards something between 500 and 700,
depending on how many you make off of props and subgames each nweek.
