You might want to clarify this, so that you don't add Maybe Not to the
Legal Votes for Tweaks, CFIs, and Referenda. (Unless that was your
intent, but I don't think that it was.)

You could just add the number of Maybe Nots without dividing, or else
they won't really do much.

Right now, FOR is 2 votes for, MAYBE is 1 vote for, and AGAINST is 2
votes against. You probably just want MAYBE NOT to be 1 vote against,
which means that you shouldn't divide it by two.
