Well, the idea would be that there would have to be some bargaining
going on.  Clearly you would vote for said proposal, so it wouldn't
matter.  This rule becomes more interersting with some proposals I
have in mind which reward voting a certain way on things, or if
alleigiance to a certain political party forced a player's hand on
which way they vote.  Just throwing the idea out there.
