Raelus has amended p29:
> If the Duel is declined, the challenger may ignore the one nweek rule,
> provided that e does not challenge any players who declined em since
> the last time e completed a Duel. Furthermore, the challenged player
> loses 1 Amplitude, if eir Amplitude is positive.

Players shouldn't lose points unrelated to a subgame through their
refusal to participate in it.
