You're right about the 366, but I already had 2 General, so now I have 
12. So I guess my action was impossible. I'd try again, but later in 
this message you make it less worthwhile...

I did it all as one action, so I would argue (and I think precedent 
agrees) that the whole thing fails. Which means I have lots and lots of 
useless research points, rather than a fairly useless spell and no 
points.
