While it is true they aren't very Duty-like flavorwise, they do fit the
rule-defined definitions of Duties. They are not Duties like the duties of
ministers, by the way - they are currently only two Duties in the game, the
Duty Duty and the Election Duty. Neither is really necessary for letting the
game progress. I was looking through the rules, and i was jus like, hey, I
could make some more of these. So I did. They are basically just actions
that any player may take when certain conditions are met. And I think
despite their misnaming, these actions actually work quite well together
flavorwise.

No, it shouldn't. The idea is that once there are Drunk people, a bartender
is needed. That bartender may then sell drinks to whomever he please (though
less drunk people are harder to sell to) for the rest of his 'term'.

There will be a way of returning someone instantly to sobriety if this
passes - Fulfilling the Hapless friend duty. When I say 'entails', i don't
mean 'requires you to find other means to', I mean 'causes you to'.  I'll
fix it if it's really unclear. The idea here is that you can use your
bartender status to black someone out, and then be their hapless friend and
steal a bunch of their stuff.
