The prop says "unless otherwise stated". If, for some reason, we wanted
Cards to be untransferable, we could add that to the Card rule, but I
don't see any reason why Cards shouldn't be transferred.
Right now, the rules don't cover Card transferring, and the Syn/Ack bit capitalizes on them being untransferable.
