Arguably so, as they all used representations of the board which had bds stone on it (which wasnt, originally, played legaly: it was posted to s-d).

The entity responsible for recognizing a Go Move is whoever plays the next stone. This was Phil, who played legally and recognized bd's move even though it was sent to s-d. Under r16, then, bd's move did indeed happen as intended.
