Wonko just recognized 17 extant Players, so we need 9 to recognize
that there's no emergency to end the SOE. I still think that an
Emergency is the most efficient way of doing things.

Wonko, I like your ruleset currently on the Wiki, though I'd like to see
the Ministry part. A Justice system is definitely necessary here IMHO.
