My current thoughts on the SOE are that we need to write out the Admin, and so far, only Teucer has a Ruleset that does that, but there are a couple things I don't understand about the Proposed C Nomic Ruleset. For instance, how do the Rules get updated? Someone really ought to be in charge of maintaining the Ruleset and changing it when some prop passes. Teucer's r19 says: When a Proposal passes, the gamestate changes listed within it are made and its author receives a Bonus of 1. How does this occur? And who recognizes actions? I suggest adding a Minister to keep track of the Ruleset and one for the rest of the Gamestate, only these may be dangerously large Ministries.
