What, did the definition of Shelving change AGAIN? Last time I checked, it worked roughly like this: Shelves count as Nos. (that makes this prop 2-3.) If the Shelves were counted as Yes'es, and that changes the prop's outcome (here, that'd be a 3-2 pass), then you shelve the prop.
