The Admin doesn't have "duties". Nowhere in the Ruleset does it mention
duties of the Admin. Pragmatically, the idea doesn't make sense - he'll
do what he wants anyway.

Since there's no one occupying that Ministry now to do it, it's exactly
as much his duty as before.
