Funny you should mention that... the Honorary Age Group bit in my age groups prop was put there specifically with the intent of bringing back the Council of Elders, in the hopes that they could be made to serve that purpose.
I'm working on the new prop, but it won't be out until the day after tomorrow at the earliest.
Basically, it sets up the following system:The Council of Elders is a group of four Veteran or older players; one of them is the Shaman, who must be an Oligarch or higher (honorary Age Group membership counts for these requirements).
Every two nweeks, one Councilor's term ends and a new Councilor is elected; at the same time, a new Shaman is selected (which may well be the old Shaman, but might not be).
The Shaman is responsible at first just for some small things - for example, e must publish the list of candidates during the Council Elections, etc. I expect the Shaman to gain many more responsibilities in the future.
The Council's power lies in Petitions, as it did before; however, the gamestate changes that may be made by a Petition are limited to a few things, for the moment - they can designate fora, they can bestow Honorary Age Group memberships, and they can do the equivalent of the Administrator's Writ of Delay.
The Petitions would be done fairly simply - any player can submit them, and the councilors can Approve them. If three Councilors Approve a petition, it is enacted. (and perhaps also the Shaman can get two votes, so that e and one other are enough to approve a petition). This would not be overly dangerous, at least at the moment, since the powers granted to the Council will be few at first.
Eventually, I expect them to be the "few of the players that have been around a while" mentioned in Dave's comment:
"Y'know, most of the stuff in the Admin side of the Web interface is not too hard to figure out. I'm almost tempted to just make the login and password for that semi-publicly available (i.e. give it to a few of theplayers that have been around a while) and let you folks maintain the game
yourselves."The petitions would increase in power too, probably, to cover things like Typo Fixes, Vetoes, and other things currently done by the Admin.
My goal is to one day remove the position of Admin and replace it entirely with the Shaman and the other Councilors, so Dave can become a player.
