Here's the way I see it:

I is allied with T
T is allied with I, W, V

So, here's the important Dragons:
V V V
  T

V is allied with T, and the dragon is surrounded by I, and B, neither of which 
is a *mutual* ally. However, it has freedoms, so it's not important.

I T

This is surrounded by B, R, V, but, again, no mutual allied. More importantly, 
there are no freedoms. As such, it's captured, even though the other dragon 
has freedoms.

The PGo rule has an example of this.
