regretably for everyone who is not already a Selective lobbyist, last nweek under the guise of preventing abuse of the philosophical mandate system, I 
introduced __Make your mind up first!__ which altered the philosophy rules to prevent changing mandate during a given checking period, such as the voting 
period.
