Yes, the rules do say "effects related to proposal failure", and then they define effects related to proposal failure elsewhere. In the Rules. That place where, you know, things have the force of Rule. Nothing at all says that text in failed proposals are implemented. The sole argument seems to be that, since a sentence in a failed proposal begins "If this proposal fails", then it becomes an "effect" independent of the proposal passing. If the sheer existence of a sentence beginning "If this proposal fails" is enough to be covered by that rule, then there's no need to put it in a Proposal at all. Or even to post it to a public Forum. You could write it on your arm and not tell anyone. But that's not how the game works. The Ruleset has the force of Rule. Your arm does not.
